India Chapter of the International Road Federation (IRF), a Geneva based road safety body working for better and safer roads worldwide and MBM University, Jodhpur under the Rajasthan Government have signed a Memorandum of Understanding (MoU) to promote road safety awareness in the state of Rajasthan with special attention to the City of Jodhpur
through joint initiatives.
The Objective of the Memorandum is to further the cooperation between MBM University and IRF-IC with a view to launch an ‘’Integrated Road Safety Initiative’’ to address the concerns of the Jodhpur City’s road safety scenario and work towards making the city a “Zero Fatality City’’ by the end of 2024 and also focus on other cities of Rajasthan.
The MoU was signed by Mr K K Kapila, Founder President, International Road Federation (IRF) India chapter and Prof S.K.Singh, Prof & Head, Civil engineering department, MBM University , Jodhpur .
“As per the MoU IRF-India chapter (IRF-IC) along with MBM university will undertake its 5E Road Safety program which includes Engineering of roads, Engineering of vehicles, Education & Mass Awareness, Enforcement and Emergency care in the entire city of Jodhpur to make it a zero fatality city by the year 2024 “’ said Mr K K Kapila, Founder president, IRF-India chapter .
“The First E – Engineering of Roads, will include studying the road stretches by an extensive audit and identifying deficiencies. A comprehensive audit report will be prepared giving details of the proposed corrections at the Junctions, recommendations on Traffic Signages and Road Markings, along with a detailed Bill of Quantities for implementation by the road agency. The 2nd E – Engineering of Vehicles, will be to promote and propagate certain key vehicular safety measures such as fitment of Front Under-run Protection Devices, Side Under-run Protection Devices, Rear Under-run Protection Devices, Conspicuity of Vehicles, retro fitment of Anti Brake System, Retro fitment of seat belts for all seats, etc, and policies such as Good Samaritan Rule, Linkage of Driving Licenses with Aadhar Cards, etc., for pursuing with the State Government for their propagation, enforcement and ensuring compliance.” Said Mr Kapila.
“Under The 3rd E – Education, Road Safety Education will be imparted in schools
and educational institutions in the city in association with the delivery partner.
Schools/Institutions will be mapped in Jodhpur city in a phased manner. Under
the 4th E – Enforcement, the Traffic Management will be strengthen and
Accident Data Collection capabilities of the Police Personnel through imparting a
3 days training Programme in association with the Institute of Road Traffic
Education (IRTE) at their Campus while the training will be implemented free of
cost, the travel expenses and their Hotel stay will be borne by the police
authorities. “ he added
“The 5th E – Emergency Care, will have a Survey of the Hospitals at District
Level, offering more than 100 Beds and having provision for 24 hour emergency
and trauma care . IRF will also undertake training of able bodied Bystanders to
act as First Responders during pre-hospital care. The curriculum will focus on
Cardio Pulmonary Resuscitation (CPR), Splinting, Injuries Management,
Management of Animal Bites, Safe Transportation of the victims, etc. as
contained in Trauma Care Training Programme of WHO and Ministry of Health,
Govt. of India” he added.
All the activities of road safety in the City of Jodhpur will be undertaken
engaging key stakeholders including MBM University, Rajasthan state transport
and PWD , NHAI, Directorate of Health services, Home affairs and NGO’s.
