Urgent Reforms Needed to Ensure Reliable Power Distribution in Rajasthan

Rajasthan’s power distribution companies (DISCOMs) have struggled in the Ministry of Power’s 2023–24 annual rankings, with Ajmer, Jaipur and Jodhpur DISCOMsranked 28th, 30th, and 32nd out of 42 state-owned utilities. These rankings are based on critical factors such as reducing T&D losses, improving collection efficiency, ensuring sustainable and secure power supply, and addressing consumer grievances. The state’s low scores highlight persistent reliability challenges in Rajasthan’s power distribution network.

DD Agrawal, Director at Samta Power, said, “Rajasthan’s DISCOMs have reported cumulative losses of about ₹1.10 lakh crore till 2024, underlining the urgent need for reforms.A key concern is the high failure rate of distribution transformers, which are the heart of the power distribution system. According to a Central Electricity Authority (CEA) report, about 16 percent of transformers in Rajasthan burn out or get damaged every year. This unusually high failure rate indicates technical defects in materials or design, as well as issues like overloading and oil leakage. Notably, many older transformers, installed 30 to 35 years ago, continue to function reliably, even under stress. These long-lasting units are typically copper wound, which has proven to deliver superior performance and durability over decades.”

“DISCOMs should consider, at least on a trial basis, installing copper wound transformers in areas where theft is not a concern. These have demonstrated remarkable longevity and resilience, often outlasting otheralternatives.Preference must be given to high-quality materials that withstand mechanical and thermal stress, ensuring long-term value. Procurement decisions should focus on lifecycle costs, not just initial price,”he added.

Mr. Agrawal further emphasized the need for stricter equipment standards, performance-based procurement, and greater vendor accountability.“Reliability must be embedded in every aspect of operations, from transformer selection to last-mile delivery. Investing in durable equipment and predictive maintenance technologies will lay the foundation for improved service and stronger financial performance,” he said.

He also recommended that DISCOMs deploy higher-rated, more efficient distribution transformers (DTs), especially in areas with growing demand. “Transitioning to higher-capacity DTs in peri-urban and rural areas will help accommodate short-term load growth and reduce core losses,” Mr Agrawal said.

He further stated that the Government of India’s RDSS scheme, launched in 2021, aims to reduce AT&C losses and strengthen the financial health of DISCOMs. However, despite the scheme’s ambitious target of installing 250 million smart meters nationwide by 2026, progress in Rajasthan has been slow. The state lags behind in both smart meter installations and solar feeder projects, which are essential for curbing power theft, improving billing accuracyand enhancing grid transparency.
